  • Managing a team of Quantity Surveyors for timely submission of tenders
  • Review, develop and enforce administrative procedures for effective and economic performance within terms and conditions of the contract and policies approved by the Management.
  • Administers the procurement process including, but not limited to, advance review of construction plans and specifications, assistance in preparation of solicitations, coordinating and scheduling pre-bid and post bid clarification meetings, amendment preparation and contract negotiations.
  • Administers on-going Contracts, including monitoring contractor and compliance with the Contract documents. Investigates problems and recommends corrective action.
  • Preparation of correspondence and maintaining records necessary to ensure the effective administration of all Contractual matters.
  • Administration, review and settlement of claims, resolution of disputes and contract change negotiations.
  • Assists the Project Managers in contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment to contractor.
  • Prepares for final approval pre-qualification and selection of contractors.

External / Internal Valuation

  • Pricing of Contractual claims and variations. Running & Final bills, Price Escalation & Basic Cost Difference. Preparation and submission of monthly Cost -Value report, comparing actual cost & tender Allowances. Adopting CCS Candy for Valuation.
  • Managing all costs relating to the projects from initial stage to the final closure. Finalize the final account of projects.
  • Ensure timely notices of default are issued to subcontractors and suppliers in accordance with terms of their Order or Sub-contract.
  • Ensure timely notifications are sent to Clients/Consultants for any delay and its implications.
  • Preparation of substantiation documentation for the EOT & variations.
  • Prepare cost to completion report (periodical) to identify variance if any.
  • Preparation of cash flows and claims documentation.

Procurement, Sub-Contractors / Vendors

  • Sourcing, Tracking, Enquiry, Pre-Order Meeting, Bid Tabs, Final Agreement, Documentation, Liability Schedule, Payment Advice, and Closeout Report.
  • Identifying and preparing materials and sub-contractors priority logs based on project plan, identifying long lead items, ensuring procurement of materials and sub-contractor well in time as per the approved project plan.
  • Preparation of Material submittals, comparison with specifications and follow with Clients/Consultants for approval.
  • Preparation of Vendor/Sub-Contractor Pre-Qualification and Method Statement submittals and follow-up with Clients/Consultant for approval.

Project Cost Control

  • Developing and Implementing Cost Control System on projects. Producing budgeted, estimated and actual cost reports for different Trades, and Tasks, Sub-contractors, materials machinery and manpower by adopting CCS Candy / MS Excel, Access. Advising on cost during progress of the works, estimating final costs and reporting on the financial effects.
  • Preparation detailed monthly budget
  • Reconciliation - Assessment of Resources as per Actual Usage, Productivity, Wastages.
  • Knowledge of FIDIC form of contract.
  • Application of SMM7 & CESMM3 for standard methods of measurements.
  • Application of State of Qatar Standard Method of Measurement of Building Works
  • Monitor and liaise with Site Agent on progress.

Project Planning

  • Preparation of Tender Stage, Level 1, 2 and 3 project schedules using MS Project and Primavera P3 & P6
  • Updating Project progress
  • Preparation of Weekly and Monthly project progress reports including updated schedules
  • Manpower histogram, Cash Flow, and S Curves etc.
  • Delay analysis, revising schedules to incorporate approved and non-approved delays.
  • Preparation of project recovery schedules / plans.

Other Area of Expertise

  • To successfully delegate commercial activities to other members of the team as appropriate.
  • Job site visit as required to investigate and keep abreast of field conditions and changing field operations.
